[mapguide-internals] RFC 103 is cancelled

Hi all,

     After double check with CS map team, they will improve library to support full set of EPSG codes, and there is no need to customize EPSG code in configuration files anymore. The RFC 103 (Client needs to get WMS/WFS config info) https://trac.osgeo.org/mapguide/wiki/MapGuideRfc103 has been cancelled.
