[mapguide-internals] Project Steering Committee changes

Hi all,

With the recent departures of Kenneth and Andy from the project steering
committee, we are running below-strength.  I believe that Zac Spitzer and
Jackie Ng are good and logical choices to fill these positions based on
their activity and contributions to the community, have confirmed their
willingness to stand, and will be shortly making individual motions to add
them to the PSC.
