[mapguide-internals] GDAL Provider update

When testing GDAL, i would suggest only testing using tiled maps, dynamic maps
don't expose the underlying problem as often.

Tiled maps are almost effectively multi user

I'm happy to test on my 32-bit xp desktop at home the TIFF and GeoTIFF cases
