[mapguide-internals] Patch for ticket #1428: Omit rendering empty layer groups in GETMAPLEGENDIMAGE operation

Hi All,

Please review the patch that has been attached to ticket #1428

This patch modifies LegendPlotUtil to omit rendering empty layer groups (ie.
Layer Groups with no visible layers at the current scale) in a legend image.

The resulting behaviour lines up with the old legend printout behaviour in
MG 6.5.
