[mapguide-internals] updating wiki intro text for filing new bugs

this page really could do within some intro guidelines.

something like

1. Prior to posting a new ticket, please research your problem, search the
mailing list archives, etc
2. Then please post a message on the MapGuide Users mailing list, if a
ticket is required, someone will let you know
3. Always state the versions of relevant software to the ticket, (OS,
Browser, mapguide, database)
