the parcels layer issue was invalid, cryptic error messages confusion

The JPEG tile problem was fixed in trunk, which Jackie solved again anyway
and then we found it was fixed in another task

So we are looking good!

It does worry me that we have been branched for a while and some useful
fixes are now delayed till 2.3.

Do we need Rc3 or can we release?
