Hi Zac,
I think we can modify the viewer's javascipt code to bypass the link tooltip since the data returned to the client would be the same. This RFC is intended to provide a more flexible solution to enhance URL information for vector layer.
Looks like not very much related though :)

yep, it pops up a tooltip and then you need to click a link
For all my projects we actually avoid all of this functionality in fusion
completely and implement a javascript module, based on the selection
even being raised, which inspects the selection response and based on
the primary key we then fire off what ever is needed.
being able to bypass the tooltip link would improve the usability, similiar
to the way the old mapguide classic used to work
