[mapguide-internals] MapGuide RFC 119 is ready for reveiw

The overrides feel like a bit of a kludge to me, and I think could be
avoided if you supported IIF / CASE statements in the expressions. Not sure
if the expression engine has that support though.

I've personally never used the baked-in URLs, instead preferring to build
them into the map tip using expressions.  It just seems too constraining to
have a single URL and Description which, presumably, is entirely hyperlinked
(like <a href="$URL">$DESCRIPTION</a>.  This is more of a general comment
than RFC feedback :)
