Thanks for your feedback.
I think the override for URL is necessary. As you say, it can be avoided by IIF / CASE statements in expressions, but what if the number of features you want to override may be more than a dozen and there is no common characteristic for these features? Then the expression can be very long which is not nice.

The overrides feel like a bit of a kludge to me, and I think could be avoided if you supported IIF / CASE statements in the expressions. Not sure if the expression engine has that support though.
I've personally never used the baked-in URLs, instead preferring to build them into the map tip using expressions. It just seems too constraining to have a single URL and Description which, presumably, is entirely hyperlinked (like <a href="$URL">$DESCRIPTION</a>. This is more of a general comment than RFC feedback :)
