[mapguide-internals] Review patch request: Add a new command "MapTip" for Web layout to disable/enable map tooltips

Hi list,

Please help to review the patch here: https://trac.osgeo.org/mapguide/ticket/1765

This patch adds a new command "MapTip" to enable/disable the map tooltips. As we discussed some time ago, the tooltips is unnecessary  for the end-users. The new command provides an opportunity for the users to disable map tooltips, to reduce the overload of Server.
Any comments will be highly appreciated!
