[mapguide-internals] Small Change to RFC 118

And I made a small change to this RFC by adding following content:

And to make the generated map image have the correct background color, another MgMapBase? method needs be exposed as Web API to get the map's background color:

STRING MgMapBase::GetBackgroundColor()
