Automating IIS configurations via windows installer custom actions is an
absolute nightmare (metabases, COM interfaces, no .net for you, argh!). At
least in IIS7, MS introduced appcmd.exe that can be driven declaratively by
wix.

While there is still a need to support IIS6 and below, I prefer to leave
this as a manual configuration for the end user to do.
