Here's my 2c on the matter.

The sad truth is that Open Source projects don't fund themselves. Unless
there is actual community buy-in for features that users and customers want
or for issues that need to be addressed, then the future direction of the
MapGuide platform is essentially governed by the major stakeholder with the
funding and development resources: Autodesk

And we all know how forthcoming Autodesk are with plans on future product
releases ;-)

Ideas for new features requires R&D, discussions on feasbility and possible
implementations and some proof of concepts long before it even gets to the
RFC phase. Yes, there was talk about a HTML5/flash/silverlight mapguide
viewer a while back, but it was just that: Talk. 

Also my view on RFCs is that they represent something that's already 50-80%
complete and exists currently as a solid proof-of-concept or has a solid
plan of implementation. It is then up to the PSC to decide whether to go
ahead with the remaining 50-20%. Others may have a different view on that.
So to your comment about the lack of RFCs, maybe some things haven't passed
that 50% mark yet :)
