[mapguide-internals] Patch for ticket 1981: Selection highlight size always based on the first layer style

Hi Walt,

We're calling FindScaleRange first because previously the first scale range
was always rigged to [0 - Infinity] for selections, making the subsequent
scale range search always return this same scale range for any given scale.
The local scale range assignment definitely is wrong, surprised the MSVC
compiler didn't flag that as an error.

I can't see how this would affect RFC15. The APIs in question goes through a
separate code path (that's for rendering the XML response for a selected
feature/hyperlink/tooltip, and not the selection image).

Nevertheless, I'll check my revised patch against the RFC15 behaviour to
make sure nothing is affected.
