[mapguide-internals] Patch for ticket 1981: Selection highlight size always based on the first layer style

Added revised patch (removing the local variable assignment).

Also confirmed that the RFC15 behavior still happens with this patch. You
will still see the selection images if you zoom out beyond that selected
layer's scale range.
