[mapguide-internals] PATCH: Ticket#2032 - Selected Map Features remain visible after layer is turned off

This is not a defect in the way our customers use it....it allows them to
see all features city/county/district wide meeting certain criteria even
when a layer is not available at the scale needed for viewing....i.e. see
all pipes installed before 1968 and PVC district wide the pipe layer
wouldn't normally turn on until zoomed: n further....this was actually a
requested functionality by myself and others...
