[mapguide-internals] SHP Provider Update for MapGuide 2.1

Hi,

Whilst you should all be enjoying the benefits of MapGuide 2.2 there are
some sites where updating is not so easy - we have some such sites but they
are starting to come across some of the limitations in the FDO 3.4 SHP
provider - especially in relation to multi-polygon support.

So, with a bit of a crow-bar I took about 90%+ of the changes in the SHP
provider from \trunk and used them to build in the \3.4 branch.

If you feel the need to try this PLEASE note it is not under any warranty. 
Firstly back-up the existing SHP provider DLLs and ensure MapGuide/FDO
services are all stopped before starting to copy/overwrite.
