[mapguide-internals] Patch for #743: Preserve PNG8 transparency + improved quantization

Hi All,

Please review the attached patch for ticket #743 (743_v3.patch)

Initial version of the patch was provided by Bruno Scott
(high_quality_png8.patch), with modifications by me to preserve/respect the
original list of colors in the computed palette if < 256 colors, and to
clean out some un-reachable code paths in AGGImageIO::Save() as a result of
Bruno's original patch.
