[mapguide-internals] RFC 131 is ready for review

Hi jackie
I was thinking of a workflow yesterday
At his office, on his connected browser ( with Mapguide ),
  a user navigate to a specific map location
  then he click on a custom button to Export to a Dwf(ePlot)
  he upload this eplot to his mobile, using a mobile dwf viewer ( could be
Autocad WS or something else)
  Then he jump on his car and goes physically to that location.
  He can then make some annotation on the map using his mobile
  Back at the office, he can upload the dwf on mapguide or on AutoCAD Map 3D

So even if the eMap is not supported anymore, there is some interest to have
an updated dwf toolkit to export Dwf EPlot
