[mapguide-internals] Patch for MG ticket 2752 and Fusion ticket 654

Hi All,

Attached are patches for MapGuide and Fusion that do the following:

MapGuide
 - Ensures that CREATERUNTIMEMAP properly includes scale ranges for raster
and drawing layers
 - Includes small documentation errata for RuntimeMap-2.6.0.xsd and
RuntimeMap-3.0.0.xsd, stating that raster and drawing layers do not have
FeatureStyle elements in their scale ranges.

Fusion
 - Updates the init code to properly detect raster and drawing layers from a
CREATERUNTIMEMAP response that has scale ranges for raster and drawing
layers
 - Fix Fusion.Constant.LAYER_POINT_TYPE duplicated many times over (found
while fixing the above issue)
