[mapguide-internals] MapGuide Developer's Guide

Hi Pierre,

The biggest problem is that I have no idea how the CMS for managing content
under mapguide.osgeo.org works and how the API reference and other
supplemental content were hosted there in the past. My past inquiries on
this matter has no responses.

I think I'm gonna nip the problem in the bud before 4.0 final release by
creating a public github repo that hosts all of this missing content on its
gh-pages branch, making it accessible and crawlable for everyone.
