Comment:

 Hi, are you saying that you would like the option of "always drawing the
 label" (aka "Labels are fixed (not dynamic)"?  So for example, if I had a
 polygon and a whole bunch of point and line features over top of it, if
 the polygon label could not be drawn without overlapping some of the
 features, it would still be drawn?

 Then yes, the above capability exists for points, but does not exist for
 lines and polygons.
