 It has been determined that with newer versions of windows, the
 MENTOR_DICTIONARY_PATH environment variable can be set and be picked up by
 the MapGuide Server without needing to reboot.

 As a result, we can remove the mandatory reboot for versions of windows
 after a certain version. We just have to figure out what this version is.
