 I think that the proposed solution could solve part of the problem but
 this is really an end-user preference isn't it? For example, I as a
 Canadian would like to measure in metric, but an American viewing the same
 map would like to measure using imperial units.

 Can we set the units based on the "regional settings" of the client
 machine?  Also, if the end-user wants to override the default units, can
 we store that in a cookie---this has the limitation that it will only work
 on that one MG site?
