Comment:

 Opps!! Correction of this defect was included in the RFC 116 submission.
 This defect was discovered during regression testing the RFC submission.
 Specifically, a very small change at (current) line 856 in the
 CoordsysTransform.cpp module.  I changed the third argument to the
 CS_dtcsu function call from 0 to cs_DTCFLG_DAT_W.
