 In order to support LocalNative connections for future releases of
 MapGuide, we have to migrate Maestro and all supporting libraries to .net
 Framework 4.0

 For Mono support, this means we are now lifting the minimum required
 version to 2.8. For platforms where Mono >= 2.8 is not available, we have
 the ability to statically bundle the Mono Runtime and libraries using the
 Mono mkbundle utility:
