Changes (by jng):

  * status:  new => closed
  * resolution:  => wontfix


Comment:

 Doing this implicitly changes the layer draw order of the map. Actually
 the order the layers are presented in a group '''is''' their draw order.
 You can see this in v1 and v2 when you do it.

 These buttons are disabled for a reason.
