[mapguide-users] Win2003 fcgi Install Issue and Solution

A followup on this: This particular problem only occurred on a Windows 2003
install. I also installed on a Windows XP Pro and Windows 2000 box and the
8.3 path for the fcgi agent works fine on both of them.
