WMS Client transparency

I am trying to use Mapguide as a WMS client to Mapserver, but I am
having difficulty getting transparency to work. 

In Mapguide my data is setup as:

http://10.200.6.11/cgi-bin/mapserv.exe?map=D:\Projects\mapsurferUS\netwo
rk_wms.map&FORMAT=image/gif&BGCOLOR=0xFFFFFF&TRANSPARENT=TRUE&

 

In Mapserver I am outputting a GIF, and the IMAGECOLOR is set to 255 255
255

 

However, when I turn on the WMS layer in Mapguide, the white background
obliterates layers underneath. Any ideas?
