Try stopping and restarting the service once the cable is unplugged,
this Works for me...

I have a problem trying to run Mapguide on a non-networked machine (i.e.
network cable unplugged). This is needed to allow demonstrations away
from the office however when I do this I get the following error in the
browser:
Type 'OSGeo.MapGuide.MgConnectionFailedException' in Assembly
'MapGuideDotNetApi, Version=1.0.0.16407, Culture=neutral,
PublicKeyToken=null' is not marked as serializable.
This is easily replicated by removing the network cable. I'm running on
Windows Server 2003 R2 on IIS. Has anyone else seen / solved this?
