Jorge,

Depends heavily on the requirements of your disconnected client. One 
approach is as you mention, to generate EPlot DWF files for use in the 
DWF Viewer in the disconnected client. Another option is to run a 
MapGuide Server / Web Extensions on the disconnected client. If you need 
the server-side capabilities, feature query, geometric analysis, etc 
then the second approach is the way to go. MapGuide is pretty 
lightweight and works well in a disconnected environment like this.
