Kim,
Are you getting this error with MapGuide Enterprise and the Autodesk FDO
Provider for Oracle?  I agree with Haris that it sounds like you don't have
the Oracle Client installed on that machine.

I keep getting this error of being unable to connect to Oracle when I try to
establish a connection with Studio.
 
When I work from the server, it does find the Oracle tables.
 
This is my first attempt at setting up a connection, any help will be
appreciated.
