You can use:
 
netstat -abnp tcp
 
to see what's using the port that you require.  The -b option can be _extremely_ slow; you might want to try without it first.
 
The version I'm running (1.2.0-beta) appears to use ports 2810-12.
 
The ports used by MapGuide are specified in the serverconfig.ini file, typically located at:
 
C:\Program Files\MapGuideOpenSource\Server\Bin

Unable to start the mgserver.exe service on 'windows 2003 SiteServer', the
service starts and then stops, lunching an unknown Error massage. When I try
to run the mgserver from command line I get the massage:

"Server starting . . . "
"Proj4 coordinate system library"
"Port 2801 is not availibale pleas try using different port  . . "

I'm using MGOS 1.1.0 inviroment

My Q are
1.      what protocol dose it need - TCP or UDP
2.      dose anyone know what this port are used for & would I need to open any
other ports.
3.      where can I find documentation  on those  subjects
