I would maintain that MapGuide is doing its best to show as many line labels
as possible. Regarding your labels going upside down I think it'd happen if
you have a street that starts okay horizontally, but some how comes back in
a U-turn, only horizontally. So as far as I have experienced, the label
would start horizontally but following the line it could go upside down as
well, especially if the label is very long.
About the size perhaps you can choose NOT to show the labels, or divide your
streets into different categories. There is a high chance that you'd be
doing it already. Just make sure that the second-level layer's labels don't
show up in the first view (assuming the view you attached is the first
view). You could enable those labels in a subsequent view where you can also
increase the size of the second-level layer. Trial and error would be your
best friend here.
It would not be exactly as you want, but pretty close. Perhaps you can also
go back to your SHP or DWG files and check if there are any streets that are
causing your upside-down behaviour.
