What version of MapGuide Open Source are you publishing to?  I believe
that Map 2007 may not be able to talk to 1.1.0 without a patched DLL.

Under the display manager it says publish to mapguide. Then under the
tool button in that palette I click publish to mapguide. That is when
it
asks for the address to publish to site... that is when I am unable to
do so.
