[Mapguide_users] errors on mapguide for Windows

It turns out that the "500 Internal error" was caused by a duplicate HTTP
"Status:" header sent out by mainframe.php. FastCGI disliked it and
errored out. Commenting out the header() line in that file made it work,
but I'm still not aware of any implications.
