That is a peculiar problem. If you make all layers under that layer group
not visible in the legend, there won't be a +/- button next to the layer
group name, so that's not it since that appears in your case. For the layer
group, do you have the Is initially expanded option checked?

The top folder in the legend ("Facilities") won't expand. Can anyone explain
this, or point me towards something I should check?
