Apparently ApplySchema will create a new shapefile if the data store is
a directory?

There was some discussion of this last year on the fdo-internals list:

Also, fdo2fdo now supports filters in its transfer tasks, so you could
do the entire operation using fdo2fdo (I think, I haven't used it with
shapefiles yet).  I believe that you could also use the fdo2fdo
libraries to do this programatically if you're using asp.net.

The poor man's approach would be to write them out to SDF via API calls
then use FDO2FDO to convert the SDF to SHP, but if FDO2FDO can do it
there must be FDO API to create SHP's. I am not aware of MGOS API to
create SHPs.
