Thank you Andy and Jason.  Yes I do have the GDAL files in the correct 
place (C:\Program 
Files\MapGuideOpenSource\Server\Bin\gdalplugins\gdal_MrSID.dll) and 
(C:\Program Files\MapGuideOpenSource\Server\Bin\FDO\gdal13.dll).  In 
interactive mode, I get the following when going from creating a Data 
Connection through adding it to a layout:

I noticed right away the can't load requested DLL of the plugin.  Umm???
