Solving this problem requires a GDAL13.DLL that exports the libgeotiff API.
I have provided Tom and Greg a change in the build to address this and I
think it will be incorporated in the final release.

In the meantime, there should be a gdal13.dll in one of:

   http://home.gdal.org/dl/mapguide/mg_mrsid_110.zip
or
   http://home.gdal.org/dl/mapguide/mg_fdogdal_110.zip

that you can put in place of the one currently in the install tree.
