[mapguide-users] IE, AJAX and Tooltip Images

Yay! This fixes the tooltip flickering I was having in IE with just <table>
elements.

Yes, my recent complaining spurred the development team into looking into
this and finding a fix for it.  I tested it and confirmed that it fixes the
problem on both MGE and MGOS.  It does require some manual editing of the
ajaxmappane.templ file for now, though.

Seems like it would be easy to apply to an existing site which was having
