I answered my own question again...I set the full path and eliminated
the relative and it is now ok. I'll just stop talking today.

I can start the project but I keep getting 404 cannot be found error for
the viewer, no matter how I attempt to set the link.

Tools > Options > Debugging > Just-In-Time
Check all options.
This will allow debugging (F5) to break on MapGuide code when an error
is
encountered.
You cannot pause or set break points on the MapGuide code with this
method,
only break and view errors when encountered.

I haven't tried that one. Basically, check the OGR website for what is
supported.
I have removed some of the dependencies that Traian includes, as I don't
have them (OCI mainly, can't remember the others).
