King.Oracle and King.MsSqlSpatial are Open Source. Source code is in a
FDO SVN http://svn.osgeo.org/fdo/trunk/Providers/KingOracle/. 
Memory leak is fixed.
Layer filter problem ? I am not aware of it, If you can give me some
more info would be great.

Be aware that there are some issues with layer filters not working
with King.Oracle

I'm not 100% sure but 0.7.3 works better with the oracle instant
client from http://www.sl-king.com/fdooracle than the full oracle
client, there was some issues with a memory leak.

At some point Harris was going to open source King.Oracle

Here is a working feature source example.
