I wonder if this occurs if you *only* use TIFFs with no ECWs?

I have observed in some situations the ECW library does a poor job cleaning
up it's threads and this can make applications hang at exit.  I wonder if
this might be the issue.

If we can isolate this issue to ECWs then it might turn out to be an artifact
of how the ECW SDK is being built from source for use by MapGuide.  If so, we
could look into building against an ECW SDK actually built by ERMapper which
presumably have such issues resolved properly.

If you can isolate the issue, I'd encourage you to create a Trac ticket in the
*FDO* Trac (http://trac.osgeo.org/fdo) assigned to me (userid: warmerdam).
