[mapguide-users] Data Package Problem

Which step is failing?

.Net/IIS uses slightly different urls:
 http://localhost/mapguide/mapadmin/login.php
 http://localhost/mapguide/dotnetviewersample/ajaxtiledviewersample.aspx

You seem to confuse repository paths with file system paths.
The WebLayout is not on the filesystem, but in the repository, so you 
cannot find it from windows explorer.
You must use an authoring tool to edit the WebLayout (links are in the 
guide).
