[mapguide-users] Run MGOS 1.2 with IIS 7 (Vista)

I was installing the asp.net server extensions but you need PHP either
way in order to run the server admin stuff and Vista / II7 does not
natively support it, you have to install it and configure yourself.
Even after doing that, I was still having issues, so I basically gave up
because it was taking too much time.  

2.0 would cause the same issues.
