I see almost identical symptoms with a client, but in my case, they are
using MapGuide Enterprise 2008 with the ATIL raster provider. After
accessing raster based unmanaged datasources of ECW's (about 10 GB total),
all SDF based layers fail until the service is restarted. The error log
file yields something like:

We also have other issues with MrSID and TIF directories with the server
eventually just failing to render any raster based layers. In our case,
Autodesk is well aware of the issues and is working on fixes. Additionally,
it sounds like this is not an isolated issue and many customers are having
similar problems with the raster provider.
I do find it interesting that this problem is happening in your case with
MGOS 1.2 and the GDAL provider which indicates that this may be more of a
lower-level FDO issue.

I changed the subject to reflect the latest details on my issue.
Here are the specifics of the issue:
I have a layer for raster images that I have named "aerial". This layer
points to a folder on the server that contains 594 ecw files that total
17.6GB in size.
I have the max visible range for this layer set to 1:20,000 to reduce the
amount of raster information that has to be displayed.
I have code to toggle a layer on and off, which works fine. Once I toggle
the aerial layer on though, I start getting the HTTP/1.1 559 response from
mapagent.fcgi. This causes none of my SDF based layers to load. I still see
the raster layer (when toggled on) and text layers which pull from a
database.

I continue getting this error even after I toggle the aerial layer off.
