Hi Bob,

My personal tool-of-choice for this task is Safe Software's FME.  It allows you to read the older SDF files (once you install the SDF Com TK that comes with MapGuide 6.5) and uses FDO to write out to SDF3.  It also allows you to remap attribute names, set primary keys, bring in additional attributes from static data sources, etc.
