[mapguide-users] MapGuide WebLayout Localization(Icon Loading Toolbar)

Hi,
           I am trying to localize the MapGuide WebLayout for some customer into Thai Language and i want the loading icon (Loading Map/Busy Map) as different for different Locales,  i added a new line into the locale file

# Localized Icon Files
POWEREDBYICON           = PoweredBy_th.gif
LOADINGICON             = IconLoading_th.gif

after that i changed the file toolbar.templ

 <img alt="loading"  src="../localized/__#LOADINGICON#__">

but i unable to get going as i stuck in the file toolbar.php and getting error 

File does not exist: C:/Program Files/Autodesk/MapGuideEnterprise2008/WebServerExtensions/www/localized/__, referer: http://10.0.x.x:8008/mapguide/mapviewerphp/toolbar.php?LOCALE=th


What do i require to change in toolbar.php inorder to change the loading icon as per the Locale-en or th  .
