There are a few non-OS solutions...

  MapDotNet UX Studio (lowercase free):

  FME (not free, but you can get a trial):
  http://www.safe.com/

There are more apps that support SQL Server 2008 spatial (such as
Manifold) but I'm not sure if they do translations.
